Philadelphia Suburban Corporation Promotes Roy Stahl to Executive Vice President BRYN MAWR, Pa. - May 17, 2000--Philadelphia Suburban Corporation (NYSE:PSC) Chairman Nicholas DeBenedictis today announced the promotion of Roy H. Stahl to Executive Vice President of the corporation from Senior Vice President and General Counsel.

As Executive Vice President, Stahl will coordinate PSC's efforts to expand its non-regulated business development program designed to complement the company's already-successful regulated business.

He will retain his position as General Counsel and continue to be responsible for the administrative functions of the corporation including human resources, information services, legal, and risk management.

For years, Roy has been an integral part of the growth and success of PSC into the second largest water company in the nation and, as a result, has a tremendous amount of experience in the water industry, said DeBenedictis. He has played a crucial role in the company's success over the last several years, including his role as a lead negotiator and head of transition activities for the company's 1999 merger with Consumers Water Company.

Stahl has served as PSC's Senior Vice President and General Counsel since 1991. Previously, he served in successive positions as Corporate Counsel; Vice President, Administration and Corporate Counsel; and Vice President, Administration and General Counsel.

Prior to joining PSC in 1984, Stahl spent two years with two of its subsidiaries: Philadelphia Services Group, Inc. (PSG) as Director of Group Legal Services, and Terraqua Resources Corporation as Vice President of Administration.

In 1974, Stahl graduated Summa Cum Laude with a Bachelor of Arts in Pre-Law from Pennsylvania State University. Three years later, he received his JD from Villanova University School of Law. Stahl, a Phi Beta Kappa, is a member of the American Bar Association, the Pennsylvania Bar Association and the American Corporate Counsel Association.

PSC is one of the largest investor-owned water utilities in the nation and serves nearly two million people through its water and wastewater utility operations in Pennsylvania, Ohio, Illinois, New Jersey and Maine.
